Approval First
Start With the ARC, Not the Window
Summerlin runs two layers of architectural control. The master association design standards set the floor, and your village Architectural Review Committee applies its own guidelines on top, often more restrictive than the master. A window that clears one village can be refused in the next one over.
Homeowners who order glass before they have approval end up with either a stalled project or a custom unit they cannot install. So we work the other direction.
- We measure and specify first, then document. Frame material and color, grid pattern and layout, glass tint and exterior reflectivity, NFRC ratings, and the manufacturer spec sheets that a committee will ask for.
- You get a submittal-ready packet. Current photograph of the elevation, the opening schedule, product specification sheets, and our written scope of work.
- Our license and insurance documents are included. Several Summerlin associations require the contractor's Nevada license number and a certificate of insurance as part of the application.
- Nothing is ordered until approval lands. Custom windows are non-returnable. We wait for the written approval before a purchase order goes out.
- Approval and permit are separate tracks. ARC sign-off is not a building permit and a building permit is not ARC sign-off. Both may apply to the same job.
The most common denial reason is a mismatch nobody thought to check. Grid pattern is the usual culprit. An original 1990s builder window with a colonial grid replaced by a clean-glass unit reads as a visible change from the street, even when the frame color is identical. Permitting
Charleston Boulevard Decides Who Issues Your Permit
Summerlin is not its own city. It sits partly inside the City of Las Vegas and partly in unincorporated Clark County, and the dividing line runs along Charleston Boulevard. Two neighbours a few streets apart can file with two different authorities on the same scope of work.
Your address, not your village name, determines which building department reviews the work. We confirm it before anything is filed.
North of Charleston
City of Las Vegas
Covers the Summerlin North association villages and Sun City Summerlin. Permit applications, inspections, and code questions go through the city's building department.
South of Charleston
Unincorporated Clark County
Covers Summerlin South, including nearly all of the 89135 zip code, and the newer Summerlin West development to the northwest. Filed with Clark County rather than the city.
Whether a permit is required at all depends on your scope. Like-for-like replacement into an existing opening is treated differently from enlarging an opening or altering structural framing. Why Summerlin Windows Are Failing Now
Summerlin broke ground in 1990 and built outward for three decades. The established villages are now 25 to 35 years past their original construction, which puts the builder-grade dual-pane units installed in them right at the end of their sealed service life.
Fogged or hazed glass
Moisture between the panes means the insulated glass unit has lost its seal. The pane is not dirty and cleaning will not touch it. Once the argon fill is gone, the unit performs closer to single glazing, which shows up on a July cooling bill.

Sliders that bind or drop
Three decades of thermal cycling compresses shims and fatigues rollers. A slider that needs a shoulder to move, or a sash that no longer sits square in its reveal, is usually reporting frame movement rather than a hardware problem.
Perimeter seal separation
Original sealant that has gone chalky, cracked, or pulled away from the stucco is at the end of its movement capacity. That gap is the entry path for dust, and eventually for water during monsoon season. See monsoon season window and door damage.
Summerlin sits higher and further west than most of the valley. At the foot of the Spring Mountains beside Red Rock Canyon, west-facing elevations take direct afternoon sun with nothing between them and the ridgeline, and the elevation widens the day-to-night temperature swing. West and southwest openings in a Summerlin home typically fail before the north side does, and that is where a replacement budget should start.

Different Villages, Different Rules and Different Glass
Summerlin was built in phases, so neighbouring villages can carry different design guidelines and completely different window stock even when the homes look similar from the street.
Knowing which period your village was built in tells us what is behind the stucco before we open it, and tells your committee what it expects to see going back in.
Sun City Summerlin
Built through the 1990s and now carrying the oldest original glazing in the master plan. Most calls here are seal failure and slider operation rather than aesthetics. Occupied-home considerations matter: we sequence so no opening is left unsecured overnight and no resident is without a working bedroom window at the end of a day.
The Ridges
Large-format and structurally glazed openings, elevated view corridors, and guard-gated access. Bigger units mean crane or lift access questions, tighter tolerances, and design review that scrutinises reflectivity and frame finish closely. Access equipment responsibility gets settled in writing before the date is booked.
The Trails, The Vistas, The Willows, The Paseos
Nineties and two-thousands construction, largely original units, and the core of our Summerlin replacement work. Grid pattern matching is the most common approval issue in these villages, because the original builder specification is still the reference the committee is comparing against.
Summerlin West
The newest phase, where windows are usually still inside their manufacturer warranty period. Work here skews toward impact damage, single-unit replacement, and additions rather than whole-home projects. Design guidelines here are the most current and the most specific.
Install Sequence
How We Install a Window
Once approval is in hand, five stages, in this order, on every job. Steps three and four decide whether the window still performs in year eight, and they are the ones that disappear behind trim and stucco patch.
Verify the opening before order day
We measure rough opening width and height at three points each, check plumb and level at both jambs and the sill, and run diagonals to catch out-of-square conditions. We also check the substrate for moisture staining, patched framing, and degraded fasteners. Getting this right before the unit is ordered is what prevents a custom window arriving that does not fit, which in Summerlin also means a second trip through design review.

Protect the space and remove the old unit
Before anything is cut, we look at how the existing window was originally set so we know what is likely to be disturbed: stucco edges, exterior trim, paint breaks, interior drywall returns. Floor coverings and containment film go down first, and we define a work zone with a clear removal path so glass and debris never travel through the rest of the house. Old units and glass are hauled off site the same day, which also satisfies the design guideline requiring construction materials to be cleared from the lot.
Set, shim, and fasten
The unit is set to the manufacturer's written instructions, shimmed at the load points, and fastened to the schedule that applies to that product. We do not improvise this and we do not substitute a faster method. If the manufacturer's instructions and a shortcut disagree, the warranty follows the instructions.
Seal and manage water
We clean the bonding surfaces, set backer rod to the correct depth, and apply a sealant profile sized to handle the movement the joint will actually see. Sealant is selected for compatibility with the adjacent material and applied inside its rated temperature range, which in July can mean sealing early in the day rather than at 3 PM.
Flashing and drainage are integrated so wind-driven rain and irrigation splash are pushed outward instead of parked against the frame.
Check operation and close out
Every operable sash is cycled, locks and latches are aligned, reveals are checked for evenness, and the work area is cleaned. You get your warranty documents, the product labels or photographs of them, and care and inspection guidance in writing. Keep the approval correspondence with them; it is the record that the change was authorised, and it comes up again at resale.
Scope Control
If We Find Rot or Damaged Framing
Hidden conditions turn up after the old unit is out. When they do, work stops at that opening and we photograph what we found. You get the finding, the options, and a written change order with the added cost and the schedule effect before anything else happens. Nothing extra gets built and billed on the assumption you would have said yes.
Finish repairs are the common gray area. Stucco patch, interior paint, and trim replacement are called out as included or excluded on your written estimate before you sign. In Summerlin this matters twice over, because exterior paint touching up around a new frame has its own approved colour palette to respect.

On commercial sites, scheduling and access matter more than glazing time does.
Before the crew rolls
We confirm approved work windows, check-in and badging procedures, loading dock and elevator access, staging and material storage locations, and which entrances have to stay operational throughout.
During the work
You get an installation sequence that keeps the building running, with at least one entrance usable, materials staged clear of customer routes, and openings secured overnight if the work spans multiple days.
Equipment and documentation
If lifts or scissor platforms are required, responsibility for supplying them is settled in writing beforehand. Insurance certificates go to your property manager as part of the pre-start packet.

The schedule item people underestimate in Summerlin is not the install, it is the front end. Design review turnaround varies by village and is set out in your association's architectural guidelines, and manufacturer lead time on a custom unit only starts once approval is in hand. Emergency stabilisation to secure an opening is generally treated as a repair rather than a modification, so it does not wait on design review, though the permanent replacement will.

Do I need HOA approval to replace my windows in Summerlin?
Almost certainly yes. Summerlin associations require written approval before any exterior change begins, and window replacement is an exterior change even when the new unit is the same size and colour. Approval comes from your village Architectural Review Committee, working within the master association's design standards. Submit before you order, because a denial after a custom unit is built leaves you holding a non-returnable window.
What goes into an architectural review submittal for windows?
Generally a completed modification request form, a current photograph of the affected elevation, a description of the work, and manufacturer specifications covering frame material and colour, grid pattern, and glass appearance including tint and exterior reflectivity. Many associations also want the contractor's proposal, licence number, and certificate of insurance. Requirements vary by village, so request the current form and checklist from your management company at the start.
Can I change my window style, frame colour, or grid pattern?
Sometimes, but it is the change most likely to be refused. Committees are protecting the streetscape, so anything that reads as visibly different from the established pattern gets scrutinised. Removing a grid pattern that the rest of the elevation still carries is the classic denial. Matching the existing configuration is the fastest path to approval; if you want to change it, expect to justify it and allow time for a revision round.
Who issues the building permit for my Summerlin address?
It depends on which side of Charleston Boulevard you are on. North of Charleston falls within the City of Las Vegas. South of Charleston, including Summerlin South and nearly all of the 89135 zip code, is unincorporated Clark County. My windows are fogged between the panes. Do I need whole new windows?

What warranty do I get?
Two layers. The manufacturer's product warranty, with the documentation and registration requirements handed to you in writing before work starts, and our labor warranty on the installation itself. Keep the photos of the installed unit and its labels alongside your approval letter; between them they cover both a future warranty claim and any question at resale.
